The campaign

This recruitment drive spans several teams within Westminster’s Asset Strategy and Major Works service, a central part of how we maintain and invest in our 22,000 strong housing portfolio. These teams work closely together to deliver safe, high quality homes, support long term asset planning, manage major works programmes and continuously improve the day-to-day experience of residents.

Roles sit across:

  • Asset Strategy

    Designing long term plans for the council’s housing stock, using data, insight and resident feedback to inform investment decisions.

  • Programme & Performance Management

    Ensuring projects run efficiently, meet regulatory standards and deliver value for money.

  • Business Intelligence and Data

    strengthening the council’s insight capability to support evidence-based decision making.

  • Major Works and Capital Investment

    Delivering large scale improvement, refurbishment and safety programmes across thousands of homes.

  • Defects, Quality and Compliance

    improving building safety, managing defects and making sure residents receive consistently high-quality services.

  • Housing Heat Networks

    Shaping the strategic future and ensuring the council delivers a housing heat network service which is aligned with the new regulations.

Message from Susanne Afra,
Chief of Asset Strategy and Major Works

I joined Westminster in November 2025 because I saw a rare opportunity to help shape something truly meaningful for our residents. Homes and services that work for residents – shaped with them, delivered for them. Doing the basics brilliantly, and setting the standard for how councils listen, act and deliver.

As Chief of Asset Strategy and Major Works, I’m responsible for setting the long-term direction for our housing stock and overseeing the delivery of our Housing Capital Programme. It’s a role that brings together strategy, investment and service improvement, but at its heart, it’s about building safer, better and more sustainable homes for the people who depend on us.

Over the next decade, Westminster will invest more than £1 billion to improve the safety, quality and energy efficiency of our homes. From 2025 to 2030 alone, over £445 million is committed through our capital works programme. This is one of the most significant housing investment programmes in London, and it reflects our belief that every role, every decision and every pound spent must improve outcomes for residents.
